Job Title: Contract Public Relations Officer 
Salary: Between HK$34,075 and 37,585 per month (salary depends on the length and relevance of post-qualification experience) 
Entry Requirements: Candidates should –
(a) have a bachelor’s degree from a Hong Kong institution, majoring in marketing, public relations, language, communication, journalism or related fields, or equivalent [see Note (1)];
(b) have at least three years’ full-time post-qualification working experience in marketing, event management, corporate communications or public relations in sizeable corporations, Non-Government Organisations, public relations agents or government departments, preferably in publicity and public relations fields, including experience in organising large-scale events or activities;
(c) have met the language proficiency requirements of Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [see Note (2)];
(d) have an excellent command of written Chinese and English, a fluent command of spoken Cantonese and English with a basic knowledge of Putonghua;
(e) be detail-minded, able to work independently and under pressure;
(f) have good interpersonal, communication and negotiation skills; and
(g) be proficient in software applications including Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Adobe production software like Photoshop and Illustrator; knowledge and experience in graphic design, photo and video editing will be an advantage. 
Note: (1) Holders of academic qualifications other than those obtained from Hong Kong institutions / Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should attach copies of their official transcripts and certificates of studies to their applications.

(2) Grade C in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to Level 3 in Chinese Language and English Language in the HKCEE in 2007 and henceforth. 
Duties: A Contract Public Relations Officer is mainly deployed to –
(a) organise public relations programmes, education projects, ceremonial campaigns, Open Days and other publicity activities of the Department;
(b) prepare departmental publicity materials, such as leaflets, publications and souvenirs, etc.;
(c) handle complaints and enquiries from the public;
(d) assist in organising liaison activities for stakeholders;
(e) perform related administrative work; and
(f) carry out any other public relations duties as necessary.

(Remarks: may be required to work irregular hours and outdoors.) 
Terms of Appointment: The successful candidate will be appointed on non-civil service contract terms for a period of one year. Renewal of contract will be subject to the service need of the Department and the performance of the incumbent. 
Fringe Benefits A gratuity may be granted to the incumbent upon satisfactory completion of the contract with a consistently high standard of performance and conduct. Such a gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) Scheme in respect of the incumbent as required by the MPF Schemes Ordinance, will equal to 15% of the total basic salary drawn during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, maternity/paternity leave, sickness allowance, where appropriate, will be granted on terms not less favourable than the provisions of the Employment Ordinance. 
General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
