Entry Requirements: Candidates should have –
(a) a Bachelor’s degree in information technology (IT) from a university in Hong Kong, or equivalent;
(b) at least four (4) years’ post-qualification IT experience in the field of information security, e.g. IT security audit, IT security incident response, IT security risk management and IT security compliance;
(c) at least one of the following IT security certifications: Certified Information Security Professional (CISP), Certified Information Security Member (CISM), Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM), or Certified Information Systems Security Professional (CISSP);
(d) strong communication skills with good command of both written and spoken English and Chinese; and
(e) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent [Note (1)]. 
Note: (1) For appointment purpose, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth. 
Duties: The Information Technology Officer is mainly deployed on –
(1) assisting project manager(s) in coordinating and monitoring all activities related to the implementation of the IT Project for 2026 Population Census;
(2) providing technical support and monitoring of IT infrastructure and IT security including review of IT security risk assessment reports and IT security audit reports and implementation of security measures;
(3) studying, evaluating, procuring, installing, maintaining and supporting computer hardware, software, communication network, IT professional services, and hosting services referencing the latest national and international standard and industry best practices;
(4) assisting in liaising and coordinating with relevant parties concerned, including users, contractors and other bureaux/departments, etc. for IT project implementation;
(5) performing system analysis and design, system modification, system nursing and maintenance, and other technical study on IT systems in accordance with government standards and user requirements;
(6) preparing system specifications and other system documentation;
(7) conducting system tests and acceptance tests; and
(8) performing other duties as required. 
Terms of Appointment: Successful candidate will be appointed on non-civil service contract terms for about 12 months. Further renewal of contract will be subject to the candidate’s performance and service needs. 
Fringe Benefits The eligibility for the annual leave, rest days, statutory holidays (or substitute holidays), maternity leave, paternity leave, sickness allowance, where appropriate, will be granted in line with those provided for under the Employment Ordinance.

Upon satisfactory completion of the full contract period with consistently high standard of performance and conduct, the appointee will be granted a gratuity for the period of service. Such gratuity, plus any contribution by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee required by the MPF Schemes Ordinance, will equal to 10% of the total basic salary drawn during the contract period. 
General Notes: (1) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

In these circumstances, only shortlisted candidates will be invited to attend the selection interview.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview without being subject to any further shortlisting criteria. (7) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
