Entry Requirements:
Candidates should have / should be –
(a) a Bachelor’s degree from a Hong Kong university, or equivalent, preferably in marketing, multimedia design, graphic design, creative media, journalism, communication or related disciplines;
(b) attained “Level 3” or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) / Hong Kong Certificate of Education Examination (HKCEE), or equivalent [Note (1)];
(c) at least 5 years of post-qualification full-time experience in content creation, multimedia, social media operations, digital marketing, advertising, or corporate communications;
(d) proven experience in developing topics and creating content that effectively engages target audiences;
(e) either (i) proficiency in designing, producing and editing multimedia content by using multimedia authoring tools, such as Adobe Illustrator, Adobe Photoshop, Adobe Premiere Pro, Final Cut Pro, After Effects, or other related software; or (ii) at least 3 years of experience in managing contractors or designers for related services;
(f) proven experience in driving organic growth, user acquisition or user retention with an analytical mindset will be an advantage;
(g) proven track record in a digital marketing or content specific role for mobile applications will be a plus;
(h) adaptive, open-minded, able to work independently and a good team player; and
(i) good command of both written and spoken English and Chinese. Knowledge of Putonghua will be an advantage.
Note:
(1) “Grade C” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 3” in Chinese Language and English Language in the 2007 HKCEE and henceforth.

Duties:
(a) To brainstorm, design and produce creative, engaging and compelling multimedia content (including copywriting, graphics, motion graphics, videos and animations) for a youth-centric mobile application and other e-platforms; and to leverage AI tools where appropriate to manage content at scale for enhancing efficiency and governance compliance;
(b) To repurpose editorial content into short-form copy, visuals or videos for social media use;
(c) To identify messaging gaps and propose content ideas with Search Engine Optimization strategies to drive traffic and user retention; and to perform content analysis to improve engagement quality;
(d) To collaborate with external contractors to produce and integrate content elements into the user interface (UI) and user experience (UX) of the mobile application and other interfaces, and to support outdoor/indoor filming and photography and related duties;
(e) To liaise with internal teams, stakeholders and external contractors for regular update on website, and to support User Acceptance Testing (UAT); and
(f) To undertake other duties assigned by seniors, including working outside normal office hours.
Terms of Appointment:
Successful candidate will be appointed on non-civil service contract terms for a period of 24 months.
Fringe Benefits
A gratuity may be granted at the end of the contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund (MPF) Scheme as required by the MPF Schemes Ordinance, equals to 15% of the total basic salary drawn during the contract period. In addition to statutory holidays, 12 days paid annual leave, maternity / paternity leave and sickness allowance will be granted to the candidate. Details of which will be confirmed at the time of the offer of appointment.
General Notes:
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria. (g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. (c) Candidates who are selected for interview will normally receive an invitation in about eight weeks after the closing date of application. The Home and Youth Affairs Bureau is not obliged to inform individual applicants of unsuccessful applications.
