Salary: $103,810 per month 
Entry Requirements: Candidates must be permanent residents of the Hong Kong Special Administrative Region (HKSAR) at the time of appointment and should possess by the application deadline –
(a) minimum ten years of full-time work experience related to project management, business administration, public affairs, account management and/or marketing, with at least five years in leadership position; experience of working in the government or public bodies would be an advantage;
(b) solid experience in branding, content development, social media, digital marketing, as well as developing and executing engagement programs that achieve outcomes;
(c) extensive networks with universities, R&D institutes, venture capital and private equity firms, family offices, professional services firms, industry and trade associations, corporates etc.;
(d) experience in managing functions, such as human resources, information technology, finance and office administration is preferred;
(e) a Bachelor’s degree or equivalent in business administration, economics, finance, international marketing or a related discipline, more advanced degree(s) and/or professional qualification(s) would be an advantage;
(f) strong business sense and solid commercial knowledge, and strong management capabilities, good communication and storytelling skills;
(g) strong team spirit, with the ability to work independently in a fast-paced environment and manage multiple tasks simultaneously;
(h) be adaptable, open-minded, and equipped with strong interpersonal skills. Be able to proactively learn new skills, embrace new assignments, and collaborate effectively with diverse stakeholders;
(i) an international perspective with a good understanding of the Chinese Mainland and Hong Kong business environment, Hong Kong’s unique role and contributions to the national policies; and
(j) a strong command of written and spoken English and Chinese (including spoken Putonghua).

Duties: The Chief Manager (Marketing and Corporate Services) is mainly responsible for planning and executing our marketing strategies through our own marketing team and various third-party service providers, managing our acquisition of market intelligence, as well as developing and implementing strategies to engage key industry stakeholders of Office for Attracting Strategic Enterprises (OASES) with regular engagement activities to deliver specific outcomes. He/ She is also expected to ensure the effective and efficient administration of our in-house and outsourced operations, to advance the organisation's mission of attracting strategic innovation and technology enterprises from around the globe. The key responsibilities are as follows:-

(a) developing and executing a comprehensive marketing strategy and business plan to enhance OASES’ visibility and profile, effectively promote Hong Kong’s business advantages and opportunities;
(b) organising seminars, workshops, networking events and major business events and driving impactful marketing;
(c) overseeing design and production of marketing collateral and digital marketing initiatives;
(d) conducting in-depth market research on industry trends and competitive landscape to evaluate and enhance strategy effectiveness and inform program development;
(e) developing and executing a comprehensive stakeholders engagement strategy and business plan to create mutually beneficial programmes and initiatives with key stakeholders to support investment promotion efforts and enhance client service quality;
(f) overseeing other corporate services functions, including but not limited to human resources, finance and accounts, information technology and office/business administration, ensuring effective operations and internal compliance;
(g) engaging and managing third-party service providers related to marketing, market intelligence, stakeholders engagement and administration;
(h) preparing reports and presentations for senior management, highlighting strategic outcomes and advising future plans; and
(i) performing other organisational duties as and when needed. 
Terms of Appointment: The successful candidate will be appointed on non-civil service agreement terms up to 31 March 2027, which is renewable at the Government’s discretion. 
Fringe Benefits A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance, equals 15% of the total basic salary drawn during the contract period.

The benefits in respect of rest days, statutory holidays, general holidays, annual leave, maternity leave, paternity leave, sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance and confirmed at the time of the offer of appointment.

(g) Holders of academic qualifications other than those obtained from Hong Kong Institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
