Entry Requirements:
Candidates should have –
(a) (i) a first or second class honours degree or a higher degree in Statistics from a university in Hong Kong, or equivalent; or
(ii) a first or second class honours degree or a higher degree with Statistics as one of the subjects taken, in Mathematics, Economics, Sociology, or a related field from a university in Hong Kong, or equivalent; or
(iii) been designated as Graduate Statistician of the Hong Kong Statistical Society, or equivalent;
AND
(b) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent.
Note:
(1) Candidates who have a recognised degree or a higher degree in programmes with substantial contents of Statistics (e.g. programmes on risk management, actuarial science, data science, data analytics) will also be considered.
(2) Applicants who do not possess the requisite qualification by the close of the application period, i.e. 29 July 2026, are regarded as not having met the entry requirements. However, current final year undergraduates/postgraduates may also apply; if selected, appointment will be subject to their obtaining the required academic qualifications within 2025/26 academic year and meeting the language proficiency requirements by the close of the application period.
(3) For appointment purpose, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(4) Candidates are required to sit for a written examination, which is tentatively scheduled to be held in Hong Kong on 5 September 2026 (Saturday), before they can be considered for selection interview*. Details will be announced in due course. As it takes time to process all applications, an invitation to the written examination does not imply that an applicant has met the entry requirements of the position being applied for.
*Candidates may be exempted from the written examination on exceptional grounds (e.g. those who served as Research Manager in the Department on any date not earlier than three years before the application deadline or those who are currently serving as Research Manager in the Department). Duties:
Research Managers are employed to meet temporary job needs of the Department. They are required to perform the following duties under the coaching and guidance of a Senior Statistician: Plan, organise and conduct statistical and data science projects; design, implement and upkeep statistical and data science systems; analyse, interpret and present data, including report writing; undertake statistical and data science researches; manage a section of the Department (or a statistical unit of other bureaux/departments) when necessary; supervise and provide guidance to staff.
Terms of Appointment:
Successful candidate will be appointed on non-civil service contract terms for 12 months.
Fringe Benefits
12 days of annual leave and the eligibility for the rest days, statutory holidays (or substitute holidays), maternity leave, paternity leave, sickness allowance, where appropriate, will be granted in line with those provided for under the Employment Ordinance.
Upon satisfactory completion of the full contract period with consistently high standard of performance and conduct, the appointee will be granted a gratuity for the period of service. Such gratuity, plus any contribution by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee required by the MPF Schemes Ordinance, will equal to 15% of the total basic salary drawn during the contract period.
General Notes:
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment.

(f) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the written examination and/or selection interview without being subject to further shortlisting. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. (g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. (h) Towards the application deadline, the on-line system would likely be overloaded due to large volume of applications. To ensure timely completion of your on-line application, it is advisable to submit the application as early as possible.

(b) Copies of documents in support of academic qualifications (including results achieved in Chinese and English languages, degree certificates and official transcripts), technical qualifications and working experience (if applicable), should be submitted to the email address (recruitment@censtatd.gov.hk) on or before 5 August 2026. Please specify clearly in the email subject “Application for the position of Research Manager” and the on-line application number should be quoted in the email and the attachment’s name. To avoid delayed or unsuccessful transmission via email, all relevant supporting documents should be combined into one file with a file size not exceeding 25 MB as far as possible.

(d) Current final year undergraduates/postgraduates should state in their applications the qualifications they would attain on completion of the final examination.

Candidates who are invited to sit for the written examination will receive separate invitation(s) by email in about three to four weeks from the closing date for applications (applicants are responsible for ensuring that the provided email addresses can receive the invitations). Those who do not receive any invitation to the written examination and/or selection interview can assume that their applications are unsuccessful.
