Entry Requirements: Candidates should –
(1) be solicitors with at least 10 years’ professional experience since admission in Hong Kong; and
(2) have attained Level 2 or above in English Language and Chinese Language in the Hong Kong Diploma of Secondary Education Examination or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (Note: For non-civil service appointment purpose, Grade E in English Language (Syllabus B) and Chinese Language in the HKCEE before 2007 are accepted administratively as comparable to Level 2 in English Language and Chinese Language in the 2007 HKCEE and henceforth).

Candidates with experience in legal advisory work involving public international law in areas such as civil aviation or maritime matters, statutory interpretation and with good research initiative and skills will have an advantage. 
Duties: A Contract Senior Government Counsel is mainly deployed to:
(a) provide legal advice on the formulation of proposed civil aviation legislation to support the development of Low-Altitude Economy (LAE) in Hong Kong;
(b) prepare legislative submissions and other legal instruments to facilitate LAE activities; and
(c) handle enquiries or applications concerning LAE activities, and/or other legal work and initiatives. 
Terms of Appointment: Successful candidate will be appointed on non-civil service contract terms up to 31 March 2027. Renewal of contract will be subject to service need of the department and the performance and conduct of the candidate. 
Fringe Benefits An end-of-contract gratuity may be granted if the contract is completed with satisfactory performance and conduct. Such gratuity, if granted, will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, equals to 15% of the total basic salary drawn during the contract period. 14 days’ annual leave (calculated on a pro-rata basis in a 12-month period) and full pay sickness allowance, whereas rest days, statutory holidays, maternity/paternity leave, where appropriate, will be granted in accordance with the provisions in the Employment Ordinance. 
General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. For qualifications awarded by local institutions/Hong Kong Examinations and Assessment Authority, copies of the relevant transcripts/diplomas/certificates/other qualification documents are not required to be submitted at this stage of application. As for qualifications obtained from institutions outside Hong Kong, scanned copies of the relevant transcripts/diplomas/certificates or other qualification documents should be submitted by e-mail to bkpho@cad.gov.hk before 19 June 2026. The on-line application number should be quoted in the subject of the e-mail.

If candidates fail to state clearly the details of professional qualification obtained or results of all relevant subjects obtained in the public examinations or fail to provide the supporting documents as requested by the deadline, their applications might not be considered.
