HK$38,325 per month
(a) A bachelor's degree from a Hong Kong university, or equivalent;
(b) Met the language proficiency requirement of Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (1)];
(c) At least four years' full-time post-qualification working experience;
(d) Proficiency in written and spoken Chinese and English;
(e) Good communication, interpersonal and presentation skills;
(f) Good knowledge in the application of common business software of Microsoft Word, Excel, PowerPoint, Chinese word processing and so on; and
(g) Working experience in project management, event management, government, statutory body or non-governmental organization will be an advantage.
(1) For non-civil service appointment purpose, 'Grade C' in Chinese Language and English Language (Syllabus B) in HKCEE before 2007 is accepted administratively as comparable to 'Level 3' in English Language and Chinese Language in the 2007 HKCEE and henceforth.
(2) Application which did not provide all information as requested or which are not clear that the candidates have met the entry requirements will not be considered.
(3) All qualifications required should be obtained on or before the application deadline. Qualifications obtained after the application deadline will not be considered.
(4) Applications should be accompanied with a detailed resume setting out the job titled held, the respective companies and a brief description of each of the jobs.
(a) To assist in planning, organising and co-ordinating the territory-wide reading programmes and library outreach programmes;
(b) To assist with procurement, contract management and performance monitoring matters of service contracts for reading promotion projects;
(c) To co-ordinate with branch libraries and various parties such as the education, cultural and youth organisations, NGOs and commercial bodies for organizing reading promotion activities and outreach programmes;
(d) To design, organize and implement diversified reading promotion activities and programmes and to suggest improvement or enhancement measures;
(e) To assist in management and coaching of supporting staff; and
(f) To perform any other related duties as assigned.
Note : Appointee may be required to work irregular hours and on Saturdays, Sundays and public holidays.
Terms of Appointment:
Successful candidate will be appointed on non-civil service contract terms.
An end-of-contract gratuity may be granted to the appointee upon satisfactory completion of the contract with a consistently high standard of performance and conduct. Such gratuity, plus the Government's contribution to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, maternity leave / paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(e) Where a large number of candidates meet the specified entry requirements, the recruiting department may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
(f) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. (g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates with their applications by mail to the enquiry address.

Application Forms [G.F. 340 (Rev. 3/2013)] are obtainable from any Home Affairs Enquiry Centre of District Offices, Home Affairs Department or any Job Centre of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau website (http://www.csb.gov.hk). Completed forms should reach the enquiry address on or before the closing date for application (The postmark will be referred to for the submission date of applications by mail). Please state "Application for the position of Non-civil Service Contract Programmer" on the envelope. Applications which are late, incomplete, without signature or submitted through e-mails or fax will not be considered. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to the enquiry address and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage. Applicants who are not invited for interview in about 14 weeks from the closing date for application may assume that their applications are unsuccessful.
